TRAINING ON INTEGRITY AND CORPORATE GOVERNANCEThe main objective of the integrity training and corporate governance is to restore, transparency and accountability in the public service and to achieve zero tolerance to corruption through good governance. The Commission offers a range of training workshops, on a free-of-service basis, geared towards public sector institutions. These workshops are available through application by the line ministry/parastatal or as in-house training sessions in accordance with a schedule circulated by the Head of Public Service.The training/workshops offered by the Department of Prevention include: - Integrity Assurance Officers ( IAOs)Training
This is a five day training programme aimed at raising the awareness of corruption risks and the role of public officers in preventing, detecting and responding to these risks. Qualified IAOs are expected to serve as change champions in their organizations and in particular to assist the management mainstream corruption prevention strategies. Since inception the Commission has trained a over 1500 IAOs who are serving in government ministries and other public institutions.
During the month of May the Commission trained Ministry of Labour officers and 89 officers of the Teachers Service Commission in Nairobi. The officers consisted of senior ministry officials and middle level managers from the headquarters and field offices respectively.
- Training of Corruption Prevention Committees ( CPCs)
All public institutions are required to form CPCs. This two day training targets senior managers and members of the CPCs to assist them understand their roles in line with the corruption eradication indicator under the Public Service Performance contracting. It also aims at encouraging senior managers to support anti-corruption strategies at the workplace. The Commission has trained managers and committees of parastatals, ministries, local authorities and other public institutions. In May the Commission trained officers of the Ministry of Kenya Bureau of Statistics.
- Training on Corporate Governance
This is a two day programme which targets the management of organizations with the aim of sensitizing them to develop appropriate governance instruments that promote efficient, effective, accountable and transparent institutions. The management is encouraged to examine its structure and mandate and the distribution of rights and responsibilities among all stakeholders.
The Department of Prevention carried out two training activities on corporate governance between 11th and 14th May 2009 at Garden Hotel Machakos.The training targeted the management of the National Registration Bureau (11th to 12th) and Pensions Department (13th-14th).
The Workshops were follow up activities after two examinations which were carried out into the systems, policies, procedures and practices of the Pensions Department and the Bureau. The Examination reports were submitted to the Department of Pensions and the National Registration Bureau in November 2008 and March 2009 respectively. The Reports contained recommendations on how to seal identified corruption loopholes and the two institutions have developed plans for implementation of the recommendations.
The implementation process requires full support and participation of the management in their role of directing and governing their organizations.The training focused on rules and procedures for making decisions, promoting fairness, transparency and accountability, monitoring performance and strengthening controls.
Participation was very positive. The Director of the National Registration Bureau and the Director of the Pensions Department led their officers in attending the training. This is an indication of their commitment in implementing the reports. Indeed each Department has already implemented certain aspects of its report.
At the end of the training, the participants and the facilitators formulated a way forward geared towards greater partnership in the implementation process. The participants were more confident and better equipped to continue with implementing good governance structures required in preventing corruption in their organizations.
